Congress has passed a $338 billion spending bill for Justice that includes, among other provisions, a program to create a federal copyright enforcement "czar." The program authorizes the President to appoint a copyright law enforcement officer to coordinate efforts to combat international copyright infringement and administer a federal agency overseeing intellectual property law. The Library of Congress, the Departments of Justice and State, and the US Trade Representative currently share responsibility for intellectual property law. The bill also allocates funding for the National Intellectual Property Law Enforcement Coordination Council (NIPLAC). NIPLAC is tasked with setting policies and priorities to protect American intellectual property overseas. Though it has been active since the early 1990s, Congress hopes a fresh $2 million and a new charter will make the office more effective. Lawmakers originally aimed for $20 million in funding, but fiscal realities forced a cutback. read more :
