South Korea's Ministry of Information and Communication is examining the use of a new system of identification numbers to replace resident registration numbers online. Resident registration numbers are widely required for online services to identify customers and confirm age for adult materials. However, the numbers are built from a combination of birthday, gender, registration region, and registration order, offering identity thieves valuable information about their victims. The Korea Information Security Agency (KISA) received only 5,785 reports of such identity theft in 2001, a number which climbed to 8,298 in 2002 and reached 9,163 in 2004. The new identification numbers would not include vital personal details. The ministry is also considering the use of certificates so users would not have to reveal their numbers for online services, but this would require websites to upgrade their servers.
