The US Department of Commerce's National Telecommunications and Information Administration (NTIA) has ordered domain name registrars to no longer allow users to register domain names through anonymous proxies. The NTIA says it is not creating a new policy but enforcing an existing provision of domain administrators' contracts that had previously gone ignored. The edict instructed .us handler NeuStar to require downstream registrars to halt anonymous registrations by February 16, 2005, and to update Whois databases for .us customers by January 26, 2006. The NTIA says the policy is meant to help law enforcement officials who rely on the accuracy of the Whois database. The Electronic Privacy Information Center says such a policy violates the First Amendment's guarantee of anonymous free speech.
