Representative Tom Davis (R-Virginia) has introduced a one-sentence bill to US Congress to repeal Section 522 of the Transportation, Treasury and General Government Appropriations Act of 2005, which requires federal agencies to appoint a chief privacy officer. Congress referred the bill to the House Government Reform Committee, where it is expected to get quick approval since Rep. Davis chairs the committee. Mr. Davis believes Section 522 would encumber the bureaucracy and security functions of federal information technology policy, and that privacy functions are already the domain of the chief information officer. The Office of Management and Budget is working to determine whether Section 522 applies to all government agencies or just those within the Treasury and Transportation departments.
