California's Senate Judiciary Committee has approved the Identity Information Protection Act of 2005 (SB682), a bill that would prohibit the use of radio frequency identification (RFID) in state identity documents, including student badges, driver's licenses, medical cards and state employee cards. The bill would also outlaw skimming -- stealing data from RFID tags from a distance. Senator Joe Simitian introduced the bill in February 2005 after Brittan Elementary School made national news for requiring students to wear RFID badges; the school ended the program when parents objected. Opponents of RFID note the threat it can pose to privacy. College police could scan protesters to track students' political activities; data stored on a tag could be stolen to forge documents. The bill exempts RFID for certain purposes, such toll payment and tracking prison inmates, but requires state agencies to show they have a compelling interest for RFID and that other technologies would be unsuitable.
