The U.S. House of Representatives voted May 23, 2005 overwhelmingly in favor of two bills establishing penalties for spyware purveyors. The bills established punishments of up to two years in prison and up to $3 million per incident for installing surveillance programs to steal credit-card numbers, or sell software. The bills also prohibit practices such as reprogramming browser homepages, logging keystrokes, and launching pop-up ads that can't be closed without shutting down the computer. The Justice Department was also allocated $10 million per year through 2009 to fight spyware.
