According to a report released May 27, 2005 by the Government Accountability Office (GAO), 13 of the largest federal agencies use or plan to use Radio frequency identification (RFID) technology, while only one of 23 agencies polled has considered the legal or privacy issues. The GAO said key security issues involving RFID include protecting the confidentiality and integrity of data, and privacy issues include notifying consumers, tracking individuals, and allowing secondary information uses. RFID has generated controversy over such issues, and the California Senate has banned the use of RFID tags in state-issued IDs.
